Using DFP Small Business for opening AdSense in a new window is now part of the separate DFP Small Business Tutorial.
It does not apply to AdSense Ads.
I set mine to open in the same window again to comply with the AdSense ToS.

Just setting the target window on network settings to "_blank" on your DFP account will magically change your adsense ads to start being served with the target="_blank" link without having to change a single line of javascript code.
You are definitely not violation of their TOS for changing the code because you are not changing any, not you are even creating an ad unit for the purpose of serving ads on a new window.
I've actually been looking around their 'terms and conditions' here https://www.google.com/adsense/localized-terms and I can't find any place where it's mentioned that ads should not open in new window, mainly I guess, because the only way to allow such a thing would be by intentionally modifying the page's coding to change the ad behavior.
Interestingly enough, using the 'target window' option on DFP will do such a thing without you changing anything on the adsense side, and maybe even without you realizing. You would think if Google was very serious about this they wouldn't allow such an option at all.

I have a photo editing web app and having the user click on my adsense ads means that the user will lose all the work performed if the ad opens on the same page.
Same page adsense target works fine if your page content is static, because the user can simply go back with the browser to find the same content. With dynamic content though, this is highly undesirable...
I would not want to risk my AdSense account for that.
But if you are currently using it this way why not make an inquiry to Google Support via Email and ask them if it is ok.
Then we have it in writing.

I can see where google is coming from with forbidding target ="_blank". Five years ago this would have meant opening a new window and with the slower internet speeds more loading times and certainly higher chances of losing the customer.
But these days most browsers will just open a new tab and with current internet speeds everywhere and most landing pages designed to be quick it's just a seamless experience. Virtually all other networks do target="_blank" after the users click.
