4K visitors/16K views per day, no $

My site gets 5K visitors, 16K views per day but I earn basically nothing with Adsense.
I get maybe 30-40 clicks per day.
My site serves visitors mostly outside the US, and almost all traffic is from bookmarks or directly entered into url. Very little from Google.
Do I have any hope of making money from this site with Adsense? If so, any suggestions would be appreciated.

728 x 90 Leaderboard below the fold

Hi, I used to put a 728 x 15 link unit above my article and a 728 x 90 leaderboard at the end of the article. However, every website advising on Adsense placement (including the Adsense official website) that I have read so far advises that Adsense ads should (as far as possible) be placed above the fold.
I tried putting my 728 x 90 Leaderboard above my article (in place of the 728 x 15 link unit) for a week and I got absolutely NO clicks. I have now changed it to the original position at the bottom of the article and am getting between 10-30 clicks a day. What could be the reason?
What’s my problem then, if placing the Leaderboard at the bottom works? I was told that if I place the 728 x 90 Leaderboard above the fold, I could attract higher paying ads.
